La cohesión social presupone un bajo nivel de exclusión social, cooperación intracomunitaria y solidaridad entre comunidades y grupos sociales;
la cohesión social no hace referencia únicamente a la homogeneidad económica (tasa de empleo, escala salarial, acceso a la atención sanitaria y la educación, vivienda), sino que está vinculada además al nivel de inclusión social;
Jenson (1998) identifican cinco dimensiones de la cohesión social:
- pertenencia – aislamiento (es decir, valores compartidos, identidad y sentimiento de compromiso);
- inclusión – exclusión (acceso a los servicios);
- participación – no implicación (en la sociedad civil);
- reconocimiento – rechazo (en sociedades pluralistas);
- legitimidad – ilegitimidad (respeto y confianza en las instituciones).
