La CNO-11, que sustituye a la CNO-94, se encuadra dentro del marco conceptual de la CIUO-08. Los criterios de clasificación utilizados son el tipo de trabajo realizado y las competencias. Se entiende por competencias la capacidad para desempeñar las tareas inherentes a un empleo determinado, para lo cual se tienen en cuenta dos puntos vista: el nivel y la especialización de las competencias. La CNO-11 está más desagregada que la CIUO-08 Introduce entre el primer y segundo nivel de ésta un nivel intermedio, que suaviza la estructura y que debe ser entendido como una alternativa a los Grandes Grupos. El objetivo de esta clasificación es garantizar el tratamiento uniforme de los datos estadísticos sobre ocupaciones en el ámbito nacional y su comparabilidad internacional y comunitaria.
